Law Enforcement Turns to Data Brokers to Gather Cell Phone Data

Hmm...this was a big no-no when P.I.s were doing it and major telecom companies were suing left and right to shut down the online whealer-dealers who swindled the records from the phone companies in the first place. The FTC had also filed suit against several of the brokers. So how are law enforcement organizations able to make use of data bought from folks the FTC is prosecuting?
